If you're using any upscaling, try turning that off too, to see if it fixes the issue. You can also repairing or verifying files to ensure everything is running okay, as well as running the game as an administrator to check there's no permission issues.
Things like in-game overlays used by Discord or capture software Nvidia can be the root of the problem so check if you have any running and try the game without them first off all. This is a Windows and PC issue that seems to have a number of causes.
